Project Description
The initial contract awarded in 1997 was for a 3-year period.
In 2000 when the contract expired, we moved this contract
to our GSA schedule. Global Secure Training was contracted by Naval
Facilities Engineering and Command Contracts Office (NAVFACCO)
in Port Hueneme, CA to develop, update, prepare, and present
HAZWOPER for Uncontrolled Hazardous Waste Sites to all Naval
personnel involved in hazardous waste (HW) operations, both
in the continental United States and overseas. This training
requires Global Secure Training to provide three courses, the 40-Hour HAZWOPER
for Uncontrolled Hazardous Waste Sites Initial course, an
8-hour HAZWOPER for Uncontrolled Hazardous Waste Sites Supervisor
course, and the 8-Hour HAZWOPER for Uncontrolled Hazardous
Waste Sites Refresher course. The HAZWOPER training is very
hands-on, supplementing lectures with problem-solving sessions,
case studies, demonstrations, and outdoor exercises with
both field instruments and safety apparatus. Course descriptions
for each of the courses are as follows:
HAZWOPER for Uncontrolled Hazardous Waste Sites
Initial course: This course provides information
needed by personnel who work at, manage, or supervise hazardous
waste restoration projects. This course trains personnel
to perform their duties safely and in compliance with legal
and Navy policy requirements. HAZWOPER regulation 29 CFR
1910.120(e) requires personnel who are likely to participate
in clean up activities to be trained with 40-hours of initial
training and 3-days of on the job training. Topics include:
CERCLA, SARA, RCRA, TSCA, spill contingency planning, material
safety data sheets (MSDS), personal protection equipment,
respirators, spill cleanup procedures, hazard communications,
confined space procedures, labeling, atmospheric monitoring,
and decontamination.
HAZWOPER for Uncontrolled Hazardous Waste Sites
Supervisors course: This course provides information
needed by personnel who will supervise the tasks for Installation
Restoration. This course will provide a top level overview
of the many government regulations, CERCLA, SARA, RCRA,
TSCA, and team management of incident response teams. The
supervisor will have attended the 40 Hour Installation
Restoration Health and Safety course to gain the overall
understanding of the many requirements and personnel hazards
involved with a restoration project.
HAZWOPER for Uncontrolled Hazardous Waste Refresher: This
course provides Navy personnel with updated regulatory and
technical information needed to perform their duties safely
and in compliance with federal and Navy policy requirements.
HAZWOPER regulation 29 CFR 1910.120(e) requires personnel
who are likely to participate in clean up activities to be
trained with 40-hours of initial training and 3-days of on

Under the HAZWOPER contract, Global Secure Training presents on average
26 training courses per year to nearly 800 students from
CONUS and OCONUS. These courses ranging from 40-hour Initial
HAZWOPER to the 8-hour HAZWOPER Refresher cover a full range
of environmental, and health and safety topics and meet the
requirementrs in 29 CFR 1910.120. Global Secure Training's staff of more
than 10 instructors presents these courses for 26 weeks out
of the year at a rate of one to two courses per month. Global Secure Training
provides one or two instructors for each of the courses.
Unique Challenges
One of the challenges of the HAZWOPER courses was the movement
of equipment form one location to another to complete the
training. We continually assess and revise the training program
to ensure that it addresses the unique challenges faced by
Navy personnel.
