Project Description
The initial contract was awarded in 1996 for a 4-year period.
In 2000 when the contract expired we moved this contract
to our GSA schedule. Global Secure Training. was contracted by Naval
Facilities Engineering and Command Contracts Office (NAVFACCO)
in Port Hueneme, CA to develop, update, prepare, and present
Hazardous Waste Management Training to all Naval personnel
involved in hazardous waste (HW) operations, both in the
continental United States and overseas. CECOS manages these
courses. This training requires Global Secure Training to provide three
different courses, the 40-Hour Hazardous Waste Facility Operators,
the 24-Hour Hazardous Waste Generators, and the 16-Hour Hazardous
Waste Annual Refresher. Course descriptions for each of the
courses are as follows:
Hazardous Waste Facility Operators course: This
course provides information needed by personnel who work
at, manage, or supervise hazardous waste treatment, storage,
disposal facilities (TSDFs) or accumulation facilities for
storage less than 90 days. This course trains personnel to
perform their duties safely and in compliance with legal
and Navy policy requirements. RCRA regulations 40 CFR 264.16(a)(1),
265.16(a)(1), and HAZWOPER 29 CFR 1910.120(p) require training
for TSDF personnel. HMTA 49 CFR 172.704(a)(1) and 172.704(a)(3)
require training in hazardous material recognition and identification
and safety for each HAZMAT employee. HAZWOPER regulation
29 CFR 1910.120(q)(6)(i) requires personnel who are likely
to witness a release of hazardous substances to be trained
to an awareness level. Topics include: hazardous materials/hazardous
waste (HM/HW) laws and regulations, HW liability, Navy HM
and HW management policies, federal facilities compliance;
HM identification and classification; HW labeling, packaging,
handling, and transportation requirements; land ban; hazardous
waste manifesting; hazardous waste minimization/pollution
prevention; hazardous properties compatibility, health environmental
effects and personal safety; contingency planning; emergency
response procedures; emergency equipment and systems; decontamination;
and training techniques.
Hazardous Waste Generators/Handlers Course: This
course provides information needed by personnel who generate
hazardous waste to perform their duties safely and in compliance
with legal and Navy policy standards. The RCRA regulation
40 CFR 262 establishes standards for HW generators. Per 40
CFR 262.34(a)(4) generators of HW who accumulate waste for
less than 90 days must prepare and implement a training program
which complies with the standards in 40 CFR 265.16. The CFR
mandates personnel must be trained to perform their duties
in a way that ensures compliance. HMTA 49 CFR 172.704(a)(3)
requires training in hazardous material recognition, identification,
and safety for each HAZMAT employee. HAZWOPER 29 CFR 1910.120(q)(6)(i)
requires personnel who are likely to witness a release of
hazardous substance to be trained to the awareness level.
Topics include: HM/HW laws and regulations; Navy HM/HW management
policies; HM identification; HW labeling, packaging, handling,
and transportation requirements; health effects and personal
safety; and emergency response procedures.
Hazardous Waste Annual Refresher: These
two courses provide hazardous waste workers with updated
regulatory and technical information needed to perform their
duties safely and in compliance with federal and Navy policy
requirements. RCRA regulation 40 CFR 264.16(c) and 265.16(c)
require annual review of initial hazardous waste training.
Topics include those covered in the 40-hour facility operators
course and the 24-hour generator/handler course. Under the
RCRA contract, Global Secure Training presents on average 36 training courses
per year to nearly 1200 students from CONUS and OCONUS. These
courses ranging from 40-hour Facility Operators course to
the 8-hour RCRA Refresher cover a full range of environmental,
and health and safety topics. Global Secure Training's staff of more than
10 instructors presents these courses for 36 weeks out of
the year at a rate of two to three courses per month. Global Secure Training
provides one or two instructors for each of the courses.
Unique Challenges
One of the challenges of the Hazardous Waste Management
courses was the intitial need to develop these courses for
the Navy. Global Secure Training worked along side CECOS personnel to ensure
that the courses were meeting CNET requirements. Global Secure Training
met the time and budget constraints for development. We recently
went through a major revision of the manuals, instructor
guides, lesson plans. We continually assess and revise the
training program to ensure that it addresses the unique challenges
faced by Navy personnel.
