U.S. Navy, Naval Air Station, Patuxent River
Period of Performance
1996-open ended
Project Description
Global Secure Training was contracted by Naval Air Warfare Center
Aircraft Division (NAWCAD) to provide Occupational Safety
and Health, Hazardous Material, and Environmental related
courses to be taught on site. There are over 45 courses offered,
including: Supervisory Safety Global Secure Training; Hearing Conservation;
HAZWOPER Awareness; HAZWOPER Operations; HAZWOPER Technician;
HAZWOPER Incident Commander, Hazardous Waste for Handlers;
Confined Space Entry; NEPA; DOT; Motorcycle Safety; Forklift
Safety; First Aid/CPR; Ionizing Radiation; and Non-Ionizing
Radiation. This project involved the development, customization,
implementation, and delivery of a detailed technical training
program. The training program provides safety and health
employees with in-depth technical knowledge of Federal safety
and health standards and the Navy Instruction.
The contract was divided into two phases. Phase I included
course design, development, and conducting a pilot program.
Phase II involved conducting and administering approximately
200 training courses annually covering a wide range of topics.
The scheduling and management of the courses was very difficult
in that in one week they may have required six different
courses that needed to be taught by four different instructors.
The coordination effort was critical in making the program
work. Global Secure Training and the government representative worked very
closely to coordinate the training needs for Pax River. When
the contract expired in 1999, we moved this contract to our
GSA schedule. In 1999, we placed a full-time instructor on
site, not only to teach the courses but to coordinate, schedule,
update, revise, and manage the training database for the
Navy.
Unique Challenges
One challenge of the PAX River Training Contract was the
need to continually assess and revise the training program
to ensure that it addresses the unique challenges faced by
PAX River personnel. Global Secure Training has responded to these challenges
by modifying existing courses to address new concerns and
conditions and adding new courses as the need arises such
as Anthrax Awareness Training.
